Rule 5 Eligibles - Latest: Your List of Brewers for 2006

The major league portion of the Rule 5 draft will be affected by giving teams one extra year to protect players from it.

 

Rather than teams being allowed three years (for players signed at age 19 or older) or four years (for players 18 and younger) before leaving them off the 40-man roster subjects them to the Rule 5 draft, those periods have been lengthened to four and five. Ownership considered this a significant boost in their efforts to operate their minor league systems more effectively.

 

You'll notice that several MLB organizations added players to their 40-man rosters November 20th, the final day they could do so to protect players from the Rule 5 draft.

 

The rule change listed above allowed the Brewers to decide that they didn't have to add a single player to their 40-man roster from the system this offseason.

 

So it was "no" on fringe decisions like Lou Palmisano and Tim Dillard.

 

As we have in years' past, we hope to have the complete list prior to the winter meetings for you on who's officially protected where in the organization in terms of each phase of the Rule 5 draft.

Tim Dillard isn't eligible. He was drafted in 2002 and signed as a DnF in 2003. When he was drafted he was 18, meaning he gets 5 years now before he is eligible.

 

2003, 2004, 2005, 2006 = 4 years

 

Under the old CBA, he would have been eligible this year.

By the way, my own pick for a 40-man roster spot would have been reliever Steve Bray, unless there's some obscure rule that says once you've been picked in the minor league phase of the Rule 5, you can't be selected in the major league portion...

So when Dillard was drafted in 2002, he was 18 years old, soon to be 19. He was only 17 when drafted the first time.

I wonder what Brewcru would say about Dave Roberts?

 

And by "no-brainer", I meant Tim would easily be better than the 38th or 39th player on the current 40 man. I agree, he doesn't project much higher than Sarfate, valuable yes, but not a tearjerker if he were lost.

Couldn't find an actual list, so I apologize for the incompleteness of my research. I'll keep looking for a complete list. Here's what I found searching the transaction file from retrosheet.org:

 

Ramon Garcia 1996 by the Astros.

Bobby M Jones 1994 by the Rockies.

Tim Fortugno 1991 by the Angels.

Dave Stapleton 1988 by the Astros.

Bob Gibson 1986 by the White Sox.

Jeff Parrett 1985 by the Expos.

Willie Lozado 1984 by the Cardinals.

 

Footnote #1- this would not include any player who never played in the major leagues as they are not in the transaction database. Potentially, this could leave out a player that was drafted and then returned to the Brewers.

 

Footnote #2- I'm not sure this differentiates players taken in the minor league phase, so these could possibly be minor league selections.

 

Footnote #3- My search methods are not infallible, so I could have missed others.

Anyone have a link that lists all minor league free agents? I was just wondering about someone like J.R. House. I believe Houston signed him after Pittsburgh gave up on him, and he rebounded very well this year. Just curious about whether or not he's a Rule 5 possibility or minor league free agent possibility. He actually had a heck of a year at AA and AAA.

minorleaguebaseball.com still shows House with Round Rock, which is in the Houston system.

 

If he already signed with Baltimore, that's a shame that the Crew didn't get in on him. Sure seems like after 2006 he has shown that he could still be a real prospect who's close to the bigs.

I would guess that the Estrada trade slammed the door on any possibility of House coming to Milwaukee. I'm really beginning to like the depth at catcher in the organization. Can anyone remember a time in their history with more depth? I can't because it wasn't a conversation piece until now.

Taking a page out of Toby's book with a "tease", Brewerfan will post by this evening the Rule 5 rosters the Brewers submitted to MLB. The rosters will detail which Brewers are eligible to be plucked for both the major and minor league phases of Friday's Rule 5 draft.

Here are the players protected on the AA level (or below), available for $12,000, with no restrictions as to where they are placed within the new organization. The Brewers often gain and lose players in this phase. Just last season, among the minor league phase Rule 5 gains were RHP Steve Bray, perhaps the Brewer most at risk of being lost in the major league phase this time around. The Brewers lost promising young SS Agustin Septimo to an astute Marlins scouting department in this phase last year.

This should be the year, a transition year in which every organization gained another season to evaluate many prospects before they become Rule 5 eligible, that the Rule 5 draft could be a big yawn. But with many clubs having open 40-man roster spots this year (again, due to changes in the CBA), you could see a veteran player like Corey Thurman or Joe Valentine selected. Remember, the Pirates selected Victor Santos from the Royals in 2005's draft.

 

Also, because of the added flexibility this year, more players who would have been available in the minor league phase are now able to be protected in the major league phase, meaning the caliber of players available at the minor league level is thinned even further.

 

Since relievers are often targeted in Rule 5 anyway, Steve Bray, as noted above, is likely most at risk of being lost among the Brewers yet to see big league action. He really should be on the Brewers' 40-man right now. It wouldn't be a shock to see former big leaguers Corey Thurman or Joe Valentine (both now impressing in winter ball), Chris Demaria, or Chris Spurling selected, particularly Thurman.

 

The Rule 5 Draft takes place Thursday morning this week -- I mentioned Friday earlier, but it's Thursday.

 

The Brewerfan Player Index is not being adjusted for Rule 5 placement in terms of level. For instance, youngster Rafael Lluberes will still be listed as a West Virginia Power, not a Nashville Sound, until next year's minor league rosters are finalized.

Bray was the one guy I didn't want to lose.

 

Between 85 innings at AA and AAA, he struck out 75 and walked only 11. He had a 2.71 ERA at AA and a 1.27 ERA at AAA. He had a sub 1.00 WHIP.

 

I don't really know that much about him other than his stats, but those are very good numbers. I wish he had at least gotten a chance this spring training, but I imagine someone will nab him and give him a try.

 

I wouldn't be surprised if Zumwalt got a chance somewhere too. He got progressively better as the year went on.
