Managerial Changes - Minority Hiring Policy?

First, I hope this doesn't violate forum rules regarding political issues (which really is NOT the reason I'm posting this).

 

That being said, there seems to be a double standard (or selective standard) of enforcement regarding teams filling managerial openings without considering minority candidates. I apologize if I'm mixing football's policy with baseball's, but I thought there was a strong edict from the commissioner's office about teams considering minority candidates for high-profile positions (team president, GM, manager) and submitting their list of candidates for review. So how has NY followed this policy by hiring Girardi? How is LA following this if they hire Torre? I don't want this to become an argument for or against Davey Lopes or Jerry Royster, but what if they Brewers had just hired Robin Yount or Paul Molitor at those times without considering minority candidates?

 

Just seems like MLB isn't enforcing their policies equitably (regardless of your personal feelings for or against said policies). And where is the east coast (e.g. NY Times) and west coast (e.g. LA Times) press coverage of this issue? If it wasn't about home-town teams, wouldn't they be all over this social issue? Do they have a double standard as well?

In the case of the Yankees, it seemed like they were only interested in internal candidates anyway. I know Girardi wasn't a Yankee, but he used to be one and I believe he worked for their TV team, right? They did interview Tony Pena who is a minority.

 

In the case of LA, I think they only decided to dump Grady Little after it became apparent that a clear upgrade was available n Joe Torre or Joe Girardi. I don't think the job was technically open for all to apply. I am not sure Little gets dumped if those guys were not available.

 

I could be wrong though.
