Couldn't Stocker have easily stolen home during that IBB?

Is it just me or wasn't it obvious that the Atlanta pitcher was lobbing the ball about as slowly as humanly possible? Combine that with the fact that he was throwing the ball to a spot that had the catcher a good 8-10 feet off of home plate. If Paul Molitor can steal home on a regualrly delivered pitch caught by the catcher at the plate, then Stocker could have stolen home standing on any one of those 4 intentionally thrown balls. It wouldn't have even been close. A good manager sees this and puts the steal sign on. That's the kind of out of the box thinking Ned Yost is completely incapable of.
