mlb not able to trade draft picks?

i dont know where this should be in the forum, but why is it that the mlb cant trade draft picks?

i was reading a Yahoo! sports article on their frontpage. here it is, i hope i did it right

"Some kind of a compromise with a slotting system and higher bonuses would probably fly, but the union doesn't want to set any kind of salary-ceiling precedents, and owners won't consider the possibility of trading draft picks, allowing smaller-market teams to cash in on players' value."

i read that and thought to myself, why in the world would the owners be so afraid of us being able to trade for picks? if you want your team to have the pick, dont trade it to us for bill hall. (just an example)

does anyone have any thoughts or insight regarding this? i thought all the rules recently were to HELP the small market teams. if they were afraid of us and our vast knowledge of drafting wisely, thinking about the future and not wasting $436 million on jd drew, why would there be such things as revenue sharing?

thanks in advance for the thoughts.

Again its not your fault but the real conflict in MLB is between large market owners and small market owners no matter what the press thinks. There is a reason why the payroll tax affects only the Yankees, its because for MLB to agree to anything, you need 26 owners to agree. So you can't have much of anything that affects more than 1 or 2 teams negatively.

i have always said that its a change that baseball should make. First of all it would make deadline deals easier. Simply trade for next year's first instead of arguing over prospects. Secondly if teams don't want to pay their picks they can get a decent player instead of drafting a cheaper, more signable player (ie Kyle Peterson).

Trading picks would only benefit the rich teams, as no small market team wants your top pick, as most cannot afford an extra $2.5-3M in addition to their own.

MLB is the only ones smart enough to know that each team needs picks to restock. It's just painful watching teams trade away their future to try and save their jobs.
