That is frankly just dumb, even for Bud Selig. The Cubs are on the hook for the contract either way, so there's no difference. The only sticking point would be if they were going to eat it and then sign another expensive outfielder. With 5 outfielders already and Matt Murton in the minors, it's pretty obvious that wasn't going to happen. Bud Selig is a moron.

Jacque hit .332 (.832 OPS) in the 2nd half while playing an acceptable CF. A nice rebound for him, though his season numbers still look terrible. I wonder if the Cubs will keep him around.

I think you can point to Alfonso Soriano finally realizing he's Alfonso Soriano at the start of September just as much as you can point to Jacque Jones for the Cubs winning the division. If Soriano didn't go crazy and hit 14 HR in September, I don't think the Cubs win the NL Central, but maybe that's just me.
