Waiver rule change


I kind of thought his had happened a couple winters ago, but could never find any definite documentation until now.

 

According to Brewerfan.net's FAQ (and just about every similar source on the internet http://forum.brewerfan.net/images/smilies/wink.gif):

What is the "waiver order"?

The priority goes to the team in the same league as the team filing the waiver request with the worst record.

Adam McCalvy's 2005-10-26 article says:
According to the rules when Podsednik and Clark were claimed, first preference went to the claiming club with the poorest in the same league as the team requesting waivers. So when the Mariners requested waivers on Podsednik, all 14 American League teams passed before the Brewers pounced. Melvin said that at least one other National League team put in a claim for Clark, but the Brewers had priority because they finished with the league's poorest record in 2002.

 

But according to Ash, those rules subsequently changed after a vote by baseball's general managers. That was a good thing for the Brewers, who finished with baseball's sixth-worst record in 2004 (67-94) and got Turnbow over a claim by the Tigers (72-90). Under the old rules, he would have headed to Detroit.

That’s the only thing Chicago’s good for: to tell people where Wisconsin is.

This was changed at the same time in which it was determined that the draft order would be established by the reverse standings from the season before, and would not alternate between leagues. While the 2005 draft was the first year in which this took place, the Rule 5 draft during December, 2004, was the first "draft" in which this rule change took place. As for the waiver wire rules, IIRC, Turnbow was picked up about this time last year, so I'm guessing the changes officially took place with the end of the 2004 season.

During the season, I remember having this discussion with Brian on another forum. I thought I had remembered the rule changing but could find nothing that documented it. A quote from Gord Ash works for me. There's no way I would have made the suggestion without that level of proof.

 

It's weird that this change was so under-publicized. Brewerfan.net's FAQ is probably one of the few on the internet that now reflects this.
