In other words, the Brewers could lose the production they would have received for a couple months, and still lose a full year’s service time (not just Super Two status). The rule was put in place to deter teams from “manipulating service time.”

It’s more than just the potential draft pick. That was probably just thrown in as a sweetener to get the owners to pass it. 

And of the last 46 ROY (23 AL, 23 NL), other than 2020, only two have debuted after the 15th of June (one of which was Carlos Correa; does anyone really think Frelick is going to be as good as Correa?).  So the chance of him winning the ROY after being kept in the minors until the middle of June are about 4%.  That's a worthwhile risk to save eight figures and have him around for an extra year.

Just think about the situation with Hader if he hadn't qualified for Super Two by one day.

As a side note, the right fielders for Milwaukee accounted for less than 5% of the outs made.  Hell, we had Corey Hart in the outfield a number of years.  Winker can't be much worse than him.

Yes. Winker really is that bad in the OF...He's the replacement for McCutchen, who took up a significant majority of DH at-bats last season. You continue to assert he'll be playing mostly in RF, while virtually offering no evidence to corroborate that.

As for Frelick, the Brewers can't have their cake and eat it too. If they want to make a real run at competing this season on the upside of their talented AAA prospects, then those players have to actually play, and not just wait until June to save $. Otherwise, they're putting themselves in a dangerous position where you're playing guys like Perkins and they risk ending up 10 games down. Could they wait until late April? Sure. But not June. Plus, with Frelick particularly, there's the possibility of gaining a bonus draft pick by finishing in the top 3 of the ROY. That's extremely valuable for a draft and develop team like the Brewers.

I don't think anyone's saying Frelick is going to be as good as Carlos Correa, but he's a top 100/50 prospect with a 70-grade hit tool. Basically, Steven Kwan 2.0 (who coincidentally finished 3rd in the AL ROY vote).

Winker has -39 DRS and -22.7 UZR (-9.3 UZR/150) in 3445 career OF innings.

Hart had -5 DRS and -14.6 UZR (-3.2 UZR/150) in 6767 career OF innings.

Winker can be and has been much worse than Hart.

During the Stearns era Brewers OF have ranked 6th in DRS (+91), 3rd in UZR (+73.9) and 6th in OAA (+43).

I don't see them running Winker out onto the grass anymore than they absolutely have to.

Especially when they have an assortment of plus to plus-plus young defensive outfielders...
