Prospect Promotion Incentive

This is something that is cropping up in many posts, and I think some people are basing their understanding on things that aren't actually the rule, namely that the player had to be up on OD, which is not true (what is true is that they need to have been up for a "full year of service" which is 172 days--in 2022 the season ran 186 days.) https://piratesprospects.com/2022/10/breaking-down-the-prospect-promotion-incentive.html

PROSPECT PROMOTION INCENTIVE

A team is eligible for Prospect Promotion Incentive (PPI) draft picks if a rookie-eligible player with 60 days or fewer of major league service who is included on a preseason top 100 prospect list by two or more of Baseball America, ESPN.com or MLB.com is promoted and finishes high in award voting in any year before he is eligible for arbitration. The team would get an amateur draft pick for a Rookie of the Year or a top three in MVP or Cy Young, and an international selection if second or third in Rookie of the Year, or fourth or fifth in Cy Young. A team can gain at most one PPI pick in the amateur draft and three total PPI picks for any individual prospect in his career.

You make a good point that I agree this gets confused.  Though even if not on the OD roster, the player can only miss 2 weeks of the season.  I believe the injured list counts as being on the roster.

The top 100 list is an unnecessary complication.  Baseball America wrote an article earlier this year showing that 75& of top 3 ROY we on the top 100 lists.  It just makes it so difficult who is eligible and who is not.  .So when do the preseason top 100 lists come out?  Do we have to wait until Spring training to before we know who will be eligible for this?  I assume they don't make any tweaks or corrections to these lists before the start of the season (that would be a mess).

So as for Brewers, I am assuming Frelick, Chuorio, and Weimer will be on 2 of 3 lists.  Will Turang miss it then?  Both Ruiz and Mitchell will also likely miss out.

Turang is probably right on the bubble...and it's kinda silly.

There are way too many things that this writer, who dug into this couldn't figure out that I'm not even going to bother.

Having a premier player for an extra year of service time is more important than the pick...IMO. So I'll assume that Frelick spends a couple weeks in AAA...unless he's the rare guy they sign to an extension almost immediately...which I wouldn't be opposed to. His contact, defense and speed makes him about as safe a bet as you can get.
