It sure looked like a cutter.  The batter (Trevino?) said that it was a cutter.

Maybe he threw it just as an homage to Burnes

Yeah, he was working on it a little more in spring, but has only thrown it sporadically throughout the season. FanGraphs has him at 4.5% cutters so far.
