Vancouver has a 1% chance of happening it is too close to Seattle for it to work, Brooklyn has a better chance of getting a team than Vancouver does.  I don't see MLB giving another Florida city a team if Jacksonville were to get a team it would be the Rays and the same for Charlotte.

San Jose wouldn't be any better than Oakland so I don't see that city as even a remote possibility.  If a team gets added in the west it will be either Austin, Las Vegas, Mexico City or Portland.  In the East you have Brooklyn, Charlotte, Jacksonville, Montreal or Nashville.

Right now Las Vegas and Nashville are the 1a and 1b options for MLB.  Charlotte or Jacksonville could be the new home for the Rays if their stadium issues are not resolved.  Las Vegas is probably the destination for the A's if their stadium situation is not resolved.  The last I looked it looks like the A's will be staying in Oakland.  If the Rays go to Charlotte then the expansion team in the east will be either Nashville or Montreal.  If the A's stay in Oakland it will be Las Vegas but if the A's move to Vegas it will probably be Portland or Austin.  I could see a scenario if the A's move to Las Vegas and the Rays move to Charlotte that MLB goes with Nashville and Montreal as the two new teams.

Did Montreal build a new baseball stadium? Even assuming fan interest has rebounded since the Expos left Montreal in 2004, one of the primary reasons MLB bought the Expos and moved them out of Montreal because Olympic Stadium was no longer an MLB caliber facility and there was no hope for a new facility in Montreal. It's one thing to have a novelty there with a team playing 20-40 games like Tampa has proposed, but I would have hoped MLB learned its lesson about placing teams in markets where they will not be adequately supported.

No but Manfred has stated a few times now that Montreal is at the top of the list to get an expansion team.  There would have to be a new stadium built for the city to get a team but that is for every city really.  All of the cities I mentioned would have to build a new stadium to get a team.
