Help identify this top and person

Hey guys. My dads a big brewers fan and used to have a top that he loved to wear but lost years ago. Tried to look online for the top to buy him as a birthday present but only photo that I could get was the one below with no information on year or anything else. Can anybody possibly help me identify the year of the top to help me look for it. I think the clue might be in the logo format. Also does anyone recognise the guy in the photo. My uncle swears he went to college with him but can’t remember the name.

The shirt is from the "MLB Genuine Merchandise" line produced by VF image wear in the late 2000's early 2010's. It came in Blue/White, Gold/White, and Powder Blue.

 

Sorry, I don't know anyone your dad went to college with.
