Will Miller cost a 2nd rounder?

If the Brewers sign Miller prior to the arbitration deadline, he will more than likely cost them their second round pick? As a draftnik, I don't like to lose high picks, but keep in mind it may free up second round money to spend on a "tough sign" drafted later in day one or in day two of the draft.

If the Brewers sign another Type a FA, do they not give up another pick, or do they give up there 3rd rounder?

Could somebody break this down for me, as I still don't get why signing Miller or Royce Clayton costs a draft pick after the whole Seabiscuit Perez/JVDW thing a year ago. As I recall, we got no compensation for them since they had been free agents before, so how does Miller or Clayton cost a pick when those guys didn't?
