The Blue Jays, Brewers, D-backs, Mariners, Phillies, Rangers, Red Sox, Rockies, Tigers, Twins, and Yankees are expected to be aggressive in the upcoming signing period. The Cubs, Dodgers, Giants and Royals -- teams that will no longer be in the penalty for exceeding their past international bonus pool spending -- are also expected to be very active.

Maybe this has been covered elsewhere, but have the Brewers stated that it is actually an organizational strategy to target almost solely hitters with their bigger international bonuses, or is that just how it has seemed to work out the last few years?

 

I’d love to make pitchers and catchers a priority. We seem to get a lot of middle infielders and athletic outfielders. Most likely, if we peeled back the onion, we are probably getting guys with links to our contacts and pouncing where we have that advantage.

 

I will say, probably due to Matt Arnold, we’ve done way, way better the last couple of years internationally. I think we are on a good track. I perceive a big uptick in our recent acquisitions. We did pick up Arcia in years past, and I suppose Wily Peralta, but the volume seems higher. We may reap some rewards in a few years. It doesn’t hurt that there’s a cap now so that we have our fair chance instead of watching Boston, NYY, Texas, Cubs, Cards and Dodgers get everybody. Our share is becoming at least more fair, and I think we have improved our scouting and contacts via Matt Arnold.

Almost all of the top prospects have been position players, which is why we haven't had big money pitching signings. Nobody has either. We did get a steal with Vasolotti.

Kiley McDaniel: A number of them, actually. I think I have them with 5 guys so far. Eduardo Garcia SS VZ is really young and I liked him at the MLB showcase, Branlyn Jaraba is 3B from Colombia that I liked a good bit as well

Eduarqui Fernandez, Dominican Republic

Size: 6-2, 176, R-R

Trainer: Jaime Ramos

60 yards: 6.75 seconds

Games: 1-for-5, BB, 2 SO

 

Fernandez has a lean, projectable build and demonstrated a well-rounded skill set at the MLB international showcase. He showed the speed for center field along with a strong arm, and while he did drop one fly ball, he ran good routes with quick breaks off the bat. While several hitters took uneven BPs, Fernandez stood out for his ability to make consistent hard contact during his rounds. The Brewers are the frontrunners for Fernandez, who is expected to sign for just north of $1 million.

 

Fernando Villalobos, Mexico

Size: 6-0, 193, L-R

Trainer: Mexico City Red Devils

60 yards: 6.96 seconds

Games: 1-for-5, BB, SO

 

The only Mexican prospect at the showcase, Villalobos showed good hitters’ actions from the left side. Villalobos, 15, has a short, sweet swing that stays on plane through the hitting zone for a long time and made hard contact in BP. Villalobos runs well for a catcher, with near average speed underway. A former pitcher and third baseman, Villalobos did have difficulty with receiving at times—especially when hard-throwing but erratic righthander Starlyn Castillo was on the mound—but he did make some nice stops on balls in the dirt. The Brewers are connected to Villalobos.

 

Branlyn Jaraba, Colombia

Vitals: 6-2, 196, R-R

Trainer: Orlando Cabrera

60 yards: 7.07 seconds

Games: 1-for-4, 2 BB, 2 SO

 

Jaraba, a 15-year-old third baseman, is expected to be the top-paid player this year from Colombia, with the Brewers tied to him. While several hitters had uneven BPs, Jaraba stood out more than most. He made loud contact, using his strength to drive the ball well from center field over to his pull side.

 

In games, Jaraba showed a mature hitting approach, mostly staying within the strike zone without much swing-and-miss, and he narrowly missed a double on a line drive roped down the left field line that went foul by two feet. Jaraba has to work at his defense to stay at third base, but he was one of the more interesting offensive players at the showcase.

 

Eduardo Garcia, Venezuela

Vitals: 6-2, 156, R-R

Trainer: Jose Montero

60 yards: 7.08 seconds

Games: 0-for-6, 3 SO

 

Garcia doesn’t have a tool that sticks out right now, but that could change once he gets stronger. Eligible to sign when he turns 16 on July 10, Garcia is one of the youngest players in the class and has a lot of space to fill out a projectable frame with a thin lower half and stick in the middle of the infield. The Brewers are likely to sign Garcia.

The updated International bonus pool allotments from MLB.com, 2018-19 international signing bonus pools set.

 

The Reds, Marlins, Brewers, Twins, Athletics and Rays have largest allotment, however the Reds and Athletics are restricted from spending no more than $300,000 on any individual prospect.

MLB Pipeline released their top 30 international prospects today. Brewers are the favorites to sign three listed below.

 

Eduarqi Fernandez | Rank: 18 Hometown: Santo Domingo, Dominican Republic

Position: OF Age: 16 DOB: 11/20/2001

Bats: R Throws: R Height: 6'2" Weight: 176 lb.Watch

Scouting grades: Hit: 50 | Power: 50 | Run: 55 | Arm: 55 | Field: 55

Fernandez profiles as a center fielder, and the belief is that he has the tools to keep him there.

 

He's already a good runner -- he's consistently clocked in the 6.4- to 6.5-second range in the 60-yard run -- and he's expected to add strength to an already strong arm. He's displayed good instincts in the outfield and has impressed evaluators with his routes.

 

Fernandez is an aggressive hitter with some pop and he drives the ball to all fields. The ball jumps off of his bat now, and he is expected to have even more power in the future. Fernandez still could end up in one of the corner outfield positions because of his size and overall skill set.

 

The teenager is confident in his tools and scouts like his makeup. He has been compared to a young version of former big leaguer Alex Rios.

 

Fernandez is from Santo Domingo, Dominican Republic, and trains with Jaime Ramos. The Brewers are the favorite to sign him.

One of the youngest players in this year's class, Garcia has a good frame and exhibits lots of growth potential.

 

The teenager is already considered one of the premier defenders on the market, and those tools are projected to improve as Garcia matures and his body develops. He'll also eventually be an average runner.

 

At the plate, Garcia is not considered a "big power guy," but the belief is that he will build on his doubles and gap power. Scouts also like his hitting mechanics -- the way his hands and lower half work in during his swing -- and his approach at the plate. There's a belief that Garcia will hit 10-12 home runs in the big leagues one day, but it will be his glove more than his bat that will propel him through the Minor Leagues and make him an everyday player. There's a chance he could also develop into an average run producer.

 

Garcia -- who participated in the MLB prospect showcases in Cartagena, Colombia, and Santo Domingo -- is from Barquisimeto, Venezuela, and is trained by Jose Luis Montero. The Brewers are the favorite to sign him.

Colombia is emerging as a market for international prospects, and Jaraba has positioned himself as the top young player from the country in this year's class.

 

The young infielder has a chance to be special and here are a few reasons why: Jaraba is a big bodied athlete with a plus bat, plus power and plus arm potential. He's a decent shortstop now and projects to be an above-average defender at third base, the position many scouts believe he will play as he grows and his body matures. Overall, evaluators like his hands and defensive actions. There's still room for improvement in terms of body control and footwork, but that's not uncommon for infielders his age.

 

At the plate, he has already shown good strength and has a chance to develop more power as he grows. The tools are there and he's expected to hone his overall game once he signs with a club and enters its academy.

 

Jaraba is from Cartagena, Colombia, and trains with former big league infielder Orlando Cabrera. The Brewers are the favorite to sign him.
