Competitive Balance Lottery Changes in CBA

Teams in bottom 10 markets will still get an extra draft pick but no more lottery. They'll alternate after 1st round or 2nd round each year

I'm glad that there are still competitive balance picks but I think there needs to be more to it then simply the market ranking. I think success should be a factor. The bottom 5 teams record wise should get the picks after the first round and the top five after the second round. Teams who have consecutive winning seasons should be excluded from the picks until they have a year under .500 and teams who make the playoffs the previous season should be excluded. Nothing sucks more then to see teams like St Louis, Pittsburgh KC, etc get bonus picks when they are also winning and even sometimes making the playoffs.

True, I see your point. But it could benefit us too when we get good again.

 

The year your team is good, you get another draftee who may not help for 4 years or so, and by then, who knows what your record is. Overall, it would help a team like ours offset some of the huge advantages big market teams have in player procurement.

 

Pretty much we can get 3 of the top 70 picks or so every year, instead of two. Year after year, it can increase your odds over the big market teams. I'm hopeful our drafting is turning a corner and we will see dividends.

Good point. We went after the second round last year, so hopefully we can get in after the first round this time. If they are interested in alternating years, you'd think we'd have a shot.

 

By the way, I think getting the lottery part out is better. That was an unnecessary complication.

Well that would remove the alternating equation.

 

Maybe the "lottery" this year determines who gets the 5 1st pick comps and who gets the 5 2nd pick comps. And now you just alternate after. I'd assume if #11/10 change in terms of getting a comp or not with market size, #11 just takes the place of what #10 was receiving.

 

Nothing has been mentioned in regards to changing markets or expansion. Should Mexico gain a franchise. You wonder on Tampa maybe losing a franchise. Obviously if Tampa was lost, where this new team lands and it's market. But maybe that all is more than 5years away and will come addressed in the next CBA.

Sorry, that was worded vaguely.

 

What I am speculating is that:

 

1. Ten teams get a competitive balance pick.

2. Five go after round one, and five after round two. The two groupings of five are determined and then grouping one and grouping two alternate years between being after round one and after round 2.

3. The order for the five teams in each grouping is based on inversing their records.

 

I'm speculating because I have not seen a good summary of it yet.

 

I'm on pins and needles about how the international cap will work.

I am also very curious how the initial Competitive Balance selections are going to be ordered within Round A and B. Based on Jonathan Mayo's MLB.com article it appears the initial order will be based on a combination of revenue and record. Also, as many as 12-14 teams will be involved with a similar criteria as before, the smallest 10 markets as well as the lowest 10 revenue earners qualify. Not sure if the formula to set the order weighs one factor greater than the other or how far back in time they will go to measure revenue and record. Below is the relevent portion that indicates record and revenue will set the order of the initial groupings:

 

With that comes changes to what was known as the Competitive Balance Lottery. In effect, it is no longer a lottery as all teams eligible for those picks will be assigned one, either in Round A or Round B. The same teams are deemed eligible -- ones that are in the bottom 10 in revenue or market size. Six will be awarded picks in Round A based on a formula that considers winning percentage and revenue. Those six teams will pick in Round A in 2017, 2019 and 2021. The remaining teams -- estimated to be between six and eight -- will pick in Round B in those years. The groups of teams, which will not change for the duration of the new CBA, will switch picking in Round A and B in alternating years based on their initial assignment of round in 2017.

Well it appears we have our answer, the Brewers are going to receive a Competitive Balance Round A pick for next year's draft along with the following teams: Cincinnati Reds, Miami Marlins, Minnesota Twins, Oakland Athletics, Tampa Bay Rays

 

In addition to those 6 teams receiving Round A selections it looks like another 8 teams will receive Round B picks, those teams: Arizona Diamondbacks, Baltimore Orioles, Cleveland Indians, Colorado Rockies, Kansas City Royals, Pittsburgh Pirates, St. Louis Cardinals, San Diego Padres

 

Not sure of the actual order within each round as the teams are listed alphabetically. The teams who receive Round A selections for the upcoming 2017 draft will also receive Round A selections in 2019 and 2021. They will receive Round B selections in the other years, but receive additional money to spend on the international market in those years.

 

The deductive reasoning used for the above information is a combination of sources including the previously linked MLB.com article which states the following relationship between the international draft and the competitive balance picks:

 

Here's how it will work, starting with the 2017 signing period: Every team gets at least $4.75 million. Any team receiving a Competitive Balance Round A pick in the Draft will get $5.25 million in international bonus pool money. Teams receiving a Competitive Balance Round B pick will have $5.75 million to spend.

Then we found out from Ben Badler's Baseball America article on the International Bonus Pools that the Brewers are among the teams assigned to get $5.25 million in international bonus pool money this year. The 8 teams (including the Cardinals) that are assigned to receive $5.75 million in international bonus pool money should receive Round B picks this year. When the Brewers alternate to a Round B draft pick in 2018 and 2020 they will be allotted the higher international bonus pool.

Sorry if I've missed this discussed somewhere else, but these Comp A picks still fall between the first and second rounds of the draft, correct? The same as Picks 35-41 in the 2016 draft? The Brewers could end up with, *fingers crossed* at worst, Picks #9, #41, and #50?

 

Could be wrong but there is 8 QO free agents. Cespedes already re-signed with the Mets. Desmond signed with the Rockies who forfeited the 11th pick to do so. It'll depend on how many of the remaining 6 free agents sign with teams who have already surrendered the 1st round pick or have it protected.

 

So they could technically end up at 42, but it is extremely unlikely and could be as high as pick 31.

 

I suppose if MLB finally gets around to punishing the Cardinals :rolleyes that could move the pick up as well.

i like the ideas of teams switching off on round A and B, as well as international draft caps, i question though why its 6 and 8 and not 7 and 7, but thats very minor i guess....

 

Could Oakland with their Revenue receiving being phased out, also removing them from this 16list?

 

How is St. Louis still a part of this? Top 10 Revenue team?

The picks are to help teams who can't spend big money stay competitive. You can't just decide that a team is competing so no more pick thereby hurting them in 3-5 years when these picks, in theory, would be on the MLB roster. I don't see the reason in hurting teams just because they know how to use the pick or not suck at building a team. This is just giving each team the same resources(or you know...closer to the same) to be successful.

You can't just decide that a team is competing so no more pick thereby hurting them in 3-5 years when these picks, in theory, would be on the MLB roster. I don't see the reason in hurting teams just because they know how to use the pick or not suck at building a team. This is just giving each team the same resources(or you know...closer to the same) to be successful.

 

Yeah but not all franchises in the smaller markets NEED help staying competitive. A team that has winning records year after year or makes the playoffs doesn't necessarily need help just because they are in a small market. If it team goes back to sucking then you give them their pick back. But when we say the picks are to help smaller market teams stay competitive and then hand out the picks to the teams that are already more than competitive it seems to defeat the purpose of the pick.

 

But why not. The MLB draft is already screwed up enough as is. Why not give out extra picks just because.

Because it's not about making all teams equally competitive. It's about evening out teams' resources to create a more equal chance to become competitive. If two teams have the same resources, you don't need to penalize one for using their resources better and reward the other for using their resources more poorly.

With Jansen now re-signed and assuming that Justin Turner completes his deal with the Dodgers, the Brewers pick will be between 31-39 depending on who EE, Bautista, and Trumbo sign with and whether they have to forfeit their 1st round selection.
