Hochevar signs with the Royals, Miller with the Tigers

Luke Hochevar has signed with the KC Royals to a deal similar to Mike Pelfrey's from a year ago. I have learned that several other deals have already been agreed upon, as teams are just waiting when they want to try and slide them through the commissioner's office as they will be above the pre-determined slot value.
