Cory Luebke?

San Diego is declining his option and likely will not offer him arbitration making him a free agent. I know the Padres will look into signing him to a minor league deal to continue his rehab but is the a chance he would be willing to sign with the Brewers instead. When healthy he was starting to resemble a top of the rotation arm before having to deal with multiple elbow injuries. He just turned 30 and should have plenty of miles left on his arm if he can get himself healthy and back on track. He is the perfect buy low candidate the Brewers should be targeting this off season.

I wouldn't categorize a guy's who's missed almost 3 full seasons as a "perfect buy low candidate", no matter how good he once was. How many times did Mark Prior try to come back? The perfect "buy low" guy is one who's available on a short term deal and is healthy and who's had success in the past. Those are guys that you can flip if they come back to life and if not, they can just be let go.

If the Brewers had some room in AA or AAA for an arm, sure, but they are pretty well stocked with arms at the upper levels. It's going to be a crowded rotation in Colorado Springs and Biloxi as it is.
