August Waiver strategies and worries

Usually hear the same waiver explanations every August, but.......

Really, how does it all work?

 

Does each team get the same list of players (only 7 per day per team) or are some subtracted after a worse record team claims player first? Did lets say Axford's name even get to the Brewers after Pirates initially claimed him? Does this mystery system (electronic?) mlb uses take player A's name off better record teams or teams in the other league WHEN one team claims him or is the transaction announced at the same time for ALL teams, including the Pirates in this case ala the system like fantasy football waiver wires when making a claim?

 

Do teams try to bunch its players together wither other teams waiver players( 21 players over a three day period to try and get many thru waivers) so other rivals are reluctant to put in too many claims for financial scares of actually getting TOO MANY claims? Does Melvin wait until the final day three of a three day window period to place a waiver claim for fear of a better possible claim to come on day one or two and possibly being stuck with another salary/ spot on team and fear of not getting the better player?

 

Or simply, what strategy goes on here? I know most of the basic rules of waivers, but what are general managers' minds thinking/worrying about?
