Hosed or not be got down 3-0 on a guy trying to bunt and the pitch the "HBP" was on was also a ball. Then hit another batter on an 0-2 count.

No. Because it wasnt a HBP. If the ball hits the bat and an extremity simultaneously its a strike/foul.

A high fastball is exactly what you should be throwing at someone trying to bunt. And he wasn't able to successfully bunt.
