International Draft possibilities

I'm hearing more and more about the prospect of an international draft? I'm sorry if this is being discussed elsewhere but I am wondering a couple of things.

 

1) How likely is this to actually happen? I know Selig wants it but is there enough support from the players union and MLB execs?

2) If this does happen would it be an entirely separate draft or would the international players be included in the main draft?

3) Are there any details at all proposed or is it simply in the deciding whether to even do it stage?
