license plate holder

This is so stupid, but I guess I'll ask here since I can't find any info online.

 

I'd like to attach our accessory license plate holder to the front of our new Honda CR-V (in Arizona, you only need a plate in the rear). It was given in a small package when we bought the car with all the hardware and bolts and stuff. But no directions.

 

So I figured that I'm smart enough to get this done. Turns out I am smart enough to attach the thing to the vehicle except for knowing how to keep the thing flush with the bumper. It looks like I have to drill 2 holes into the bumper to keep the plate holder upright (so it doesn't just droop down and eventually snap off.) It makes sense, but I have no idea how to do this safely without totally messing up the thing.

 

I've emailed my Honda guy to see what he says but just trying to avoid him saying, "bring it on it and we'll get 'er on there for you! Oh, and it'll cost you $129 plus labor," since I've pretty much got it 90% done already.

 

Anybody got any ideas? I took off the plate from my wife's old Ford Escort (car was originally from WI so it has it already attached) and I don't see any bolts/screws or anything holding it on there flush).
