Road Construction Question

I was wondering if someone could help me out here. I'll try to not exaggerate my point so that I can hopefully get a more accurate answer. I drive to work every day and I take Hwy 41 in Milwaukee (that little 2 or 3 mile freeway spur directly north of Miller Park). In both the northbound and southbound directions, the far left lane is blocked off by construction barrels for about 500 yards or so. There is an arrow pointing out that the lane is closed, then barrels in the left lane. My question is this. The lanes have been blocked off for at least two weeks but I can't figure out why. There is no other construction equipment around. There are no major potholes or anything that is visibly in need of repair. It's not a major freeway so it's not a huge deal, but it's really annoying having to switch lanes for that 500 yards for work that isn't being done. Are there any construction people out there who can think of why they'd need to block off the lanes for so long before they actually start the work, assuming they are actually going to be doing something?

I can probably get you a definitive answer on Hwy 41, but survey work and inspections are possibilities. I do know that there's some survey work coming up verifying existing clearances of the bridges.
