I like my starters young and unproven (aka cheap and high ceiling). Rather than go for retreads/bounce-back types, I'd want to target relatively pitching rich organizations and try to pluck a talented up and comer in exchange for some combination of offensive assets (Hart, Hardy, McGehee, Salome, Cain, etc). My first thought is the Rays. What would you speculate that it would take to pry Wade Davis or Jeremy Hellickson away?
