Bill was asked twice before the all star break to go down and refused. After he swung at the 3-0 pitch he was told he was going down, or would not get another mlb at bat this year...

 

Why would Tom mention in his article that Bill asked to go down before the all star break? If this wasn't true why wouldn't Tom just not have mentioned anything?

Bill was asked to go down, not the other way around. Bill refused when asked earlier is what Tom wrote.
