That's what the D-League is for, isn't it?

 

The competition in Europe might be just a bit better...

 

Also, I think there are some cap impacts if they're in Europe too (ie they don't count against your cap). It makes perfect sense why a lot of foreign players were taken in this draft. Teams are pushed up against the cap and don't want to pay luxury tax...so you draft a European player to keep the rights and not count against the cap.
