US Army questions

I am currently working on a piece of fiction, and had a couple questions about the modern day US Army. Specifically, how much say does a soldier have in the place he/she is stationed? Does a person with a lot of seniority (say 15 years of service) have more say than a new recruit? Also, what is a "dream sheet"...I assume this is a request sheet of where they would prefer to be, but that's just a guess.
