Dropped third strike rule question

I know that with less than two outs and 1B occupied, the batter can not advance to first on a dropped third strike. However, what if there are less than two outs and the runner is either in the process of stealing 2nd or it's a passed ball that gets so far past the catcher that the runner at first takes off for second? Can the batter advance to first in either of these instances, and if so, can someone point to rule that states this?

I think actually if say the pitcher is in the windup, say Hideo Nomo, and the runner takes off with a HUGE jump and touches 2nd base before the batter strikes out then first base is not occupied anymore and they batter is not out on a dropped third strike until he is tagged or put out at first base.
