I got a letter intended for a roommate who moved out three weeks ago. Can I simply cross out the address, write "Forward to: " on the envelope, and re-mail it without adding postage?

Unless things have changed in the past couple of years, that's exactly what I used to do with our seasonal employees. If you start seeing a lot of these, you could try to get your old roommate to fill out a "change of address" form at the post office and they will take care of it for you in the future.
