Teams should be required to spend the money they get from revenue sharing on improving the team, whether that be major league players, more scouting, international academies, etc. The only problem is that there isn't any way to actually prove that unless teams opened those portions of their books to the MLBPA.
I agree that certain player development expenses should count. Player development expenditures are things teams like to publicize. If any of the low spending teams had any extra scouts, international academies, or had signed a young high profile international free agent with their revenue sharing money instead of pocketing it it would be very well known.
