I think it's a rule, not a guideline. Unless they reach some sort of handshake agreement with Gagne that he won't accept, it just doesn't make sense. Probably the same with Durham as well.

You can offer any amount for a contract, which is why if Capuano likes the Brewer training staff he'll be back at around 700K or so. Once you go to arbitration you have to follow the rules. Why Type B may matter for Gagne is say he want to go back to the Dodgers for 700K right at the end of the season, the Dodgers could sign him before the arby deadline because they lose nothing in doing so.

Yep, there's certainly the chance that either Durham or Gagne signs with someone before the deadline. Otherwise, no arby will be offered.
