Free Agent compensation

I am not sure if this is the right place for this so please feel free to move it. The Yankees are rumored to be in on both Sabathia, and Teixera. Both are type A's but Teixera might be a little ahead of Sabathia. My question is how are the Brewers compensated if the Yankees sign both of them, and Teixera ends up being ahead of Sabathia.

To note, mlbtraderumors.com has a comment about projected Type A/B free agents. For the Brewers, they list:

A- Sabathia, Sheets

B- Cameron, Torres, Gagne, Shouse

We have never figured out if a team can decline and option and still offer arbitration, thus getting draft pick compensation. My understanding is that if the Brewers decline Cameron's option, he is not automatically a free agent. He would still be Brewers' property until either he was not offered arbitration or until he filed for free agency. According to my understanding, the Brewers could offer arbitration to Cameron and Torres even if they decline the options.

It's a guess based on trying to figure out what the secret antiquated formula will decide.

There's a thread around here somewhere where someone thinks he has that formula figured out. I'm not sure where to find it, though.

That’s the only thing Chicago’s good for: to tell people where Wisconsin is.
