The Micelli quandary is actually pretty simple. In the plot, Micelli was a former up-and-coming second baseman who spent a little time in the bigs before being forced to retire because of an injury. That would lead us to conclude he never made it past his first three years, and was thus paid the league minimum. As the show started in 1984, he obviously played in the late-70's or early-80's. In 1975, the league minimum in MLB was $16,000, and it only rose to $30,000 by 1980.

 

If Tony played a half season in 1980, he made $15,000. Thus, he was nowhere near too well-off to become a housekeeper.

I'm pretty sure the show was set in Indianapolis for the first year.

Yes, somewhere in Indiana I'm sure. It was originally titled "Good Morning Miss Bliss" and they were in a middle school setting. Most of the cast then moved to high school in California without explanation.
