Is Parra eligible for Rookie of the Year?

I have heard 2 sides, one saying he pitched too many innings last year to be considered and another saying that he is indeed a rookie and eligible for the award. He came up around the same time as Soto last year so if Soto is eligible Parra should be as well. Anyone know for sure one way or another if he is eligible?
