Bill was right about Turnbow and the towel that it is related to mechanics, but his specifics were a bit off. What Turnbow was doing was a specific drill aimed at bringing your release point closer to home plate. It was developed by Leo Mazzone and his pitching coaches to make pitchers seem deceptively fast (aka with a release point closer to the plate, the ball will get on the hitter faster). Its a drill I incorported into my routine as a pitcher in college, it really helps a ton. I can't imagine how fast Turnbow's pitches look with a close release point.
